The error message Operation failed with error 0x0000007E occurs when Windows 7 or Windows Server 2008 R2 tries to connect to a network printer using a Point and Print connection.

Solution 2:

Recommended if you cannot enter Windows because of 0x0000007E at startup or logon:

Creating a Point and Print Connection

When you try to create a a Point and Print connection from a Windows 7 or Windows Server 2008 R2 based computer to a remote printer you may get the following message:

Title: Add Printer Text: Connect to Printer Windows cannot connect to printer. Details: Operation failed with error 0x0000007e. Note: 0x0000007e/ERROR_MOD_NOT_FOUND: The specified module could not be found.

The error message occurs and the printer cannot be shared with the client computer because Windows 7 or Windows Server 2008 R2 looks for the Mscms.dll file in a wrong location, other than windows\system32 subfolder. The Microsoft company confirmed that this is the problem of their product and provided a hotfix intended to fix this specific problem:
